International Migrants Day falls on 18 December. If your company, employer group or NGO wants to give a halal meal to the workers at a dormitory, start with the dormitory operator, not the menu. Then pick sealed, time-stamped packets or bento that can be eaten within SFA's 4-hour limit, and settle the vegetarian count before you order.
Key takeaways
- MOM ran its 2024 and 2025 International Migrants Day celebrations through December, so your meal does not have to land on the 18th.
- Call the dormitory operator or the employer first. They know which dates and slots work and where the food can be handed out.
- SFA's rule: food should be eaten within 4 hours of cooking, and delivered no more than 1 hour before the meal.
- For hundreds of meals handed out in a queue, packets or bento travel better than a buffet.
- Saffrons caters from 30 to 3,000 guests, has a vegetarian bento, and quotes on WhatsApp. It publishes no per-person rate.
Send your International Migrants Day details to Saffrons on WhatsApp (+65 9144 7381) and the team will reply with a quote.
What is International Migrants Day, and how does Singapore mark it?
International Migrants Day is a United Nations day. According to the UN's background page, the General Assembly proclaimed 18 December as the day on 4 December 2000. On that same date in 1990, the Assembly had adopted a UN convention that protects the rights of migrant workers and their families.
In Singapore, the Ministry of Manpower turns the day into a season. In 2024, the ministry's Assurance, Care and Engagement (ACE) unit lined up more than 140 partners for activities across all of December, MOM said in its press release. Recreation centres and several dormitories held events, and biryani bento boxes and goodie bags were given out to the workers who took part.
In 2025, MOM and NTUC reported that over 97,000 people, counting both migrant workers and migrant domestic workers, joined month-long celebrations that MOM ran with 200 partners. More than 100 dormitory operators and employers held their own appreciation activities for over 47,000 workers, and food distribution was one of them.
A meal at a dormitory is one way an employer or a group can take part. It needs planning, because hundreds of people eat in one place at about the same time.
If you have handed out meals before for a mosque or for sedekah (voluntary charity), our guide to food distribution with sedekah meal packets covers the same packing basics. This page is about the dormitory event itself.
Who do you call first: the caterer or the dormitory?
The dormitory. A caterer can only deliver to a place and a time that someone else has agreed. The operator knows the gate, the loading point, where a table can go and when the residents are actually in.
MOM works with operators on exactly this kind of event. In a 2022 speech, the Minister for Manpower said: "ACE has worked closely with dormitory operators to organise festive events and recreational activities within the dormitories." If you are an employer, your own workers' dormitory is the natural place to start. If you are an outside group, go through the operator or the employer who houses the workers.
Ask them four things before you call any caterer:
- Which date and time slot they can give you in December.
- How many residents they expect to be in at that time.
- How many need vegetarian meals, or have other needs you should know.
- Where the van can stop and where the meals will be handed out.
At the dormitory, how long can packed meals sit before they are eaten?
Not long. In its guidelines for ordering catered meals, the Singapore Food Agency (SFA) gives food kept at room temperature 4 hours, no more, from cooking in the caterer's kitchen to being eaten. Packing, the drive and laying the meals out all come out of those 4 hours.
SFA also says to have the food delivered no more than 1 hour before meal time, and no earlier. Hot food should travel in a hot box, or an insulated box or bag, that holds it above 60°C.
Every packed meal should carry a time stamp label. Under SFA's guidelines, this has been mandatory since 15 February 2012. The label shows when the food was cooked and the time to eat it by, which is no later than 4 hours after cooking.
Here is what that means at a dormitory. Say the meal is at 7pm. Ask for delivery no earlier than 6pm. If the food was cooked at 4pm, the labels will show an eat-by time of 8pm at the latest. A worker who takes a packet back to the room and saves it for later is past that line. So hand out the meals at the time people will eat them, and tell them the eat-by time on the label.
A long queue eats into the clock too. If the meals will be handed out over a long window, ask the caterer whether the order can come in more than one delivery. For the full SFA list, read how long catered food stays safe.

Packets, bento or a mini buffet: which format suits 500 workers?
Choose by how the meal will be handed out. A buffet suits a room where everyone eats together within the hour. A dormitory meal for 500 usually moves through a queue, and people may eat where they like. That points to one sealed portion per person. This table sets out what Saffrons' own pages list, read on 31 October 2026.
| Format | What Saffrons' page lists | Suits an International Migrants Day meal when |
|---|---|---|
| Briyani packets | Briyani rice or bee hoon briyani (rice vermicelli); mutton masala, chicken (tandoori fried or masala) or fish (fried or masala); dalcha (lentil curry) and acar timun (cucumber pickle), with no dalcha for bee hoon briyani; packed in brown paper packets | You are handing out hundreds of meals in a queue and need them flat, light and quick to pass over |
| Briyani bento sets | The same rice and main choices, with dalcha and acar timun, in bento sets | Workers will carry the meal to a table or a room and you want a box that stays closed |
| Vegetarian bento (on the catering packages page) | White rice, rasam or sambar gravy, one vegetable dish, two bagedils (potato cutlets) and pappadum | The operator or employer tells you some residents need vegetarian meals |
| Mini Buffet Package 1 | Briyani with mutton, chicken or fish, dalcha and acar timun, in disposable trays or large-capacity thermo jars; delivery, or self-collection at no extra charge | You want to feed your own volunteers, 30 or more, in one place before or after the handout |
Our view: for a dormitory handout of this size, briyani packets are the simpler choice, and bento sets make sense where the meal has to travel further. Both are one sealed portion, and each packed meal should carry its own time stamp label, so the eat-by time travels with the food.
On numbers, SFA asks hosts to order enough food but not too much, and to throw away leftovers rather than keep them. Start from the operator's headcount, not a round number. Our guide on how much food to order goes through the maths.

How do you cater for vegetarian workers and check the halal certificate?
Get the vegetarian count from the operator or the employer, then order it as a separate line so those meals are easy to find in the queue. Keep the two kinds of box apart on the table, and put one person in charge of the vegetarian stack.
For the halal check, do not rely on a logo on a menu. In a 2023 reply to a parliamentary question, the Ministry of Culture, Community and Youth said the public can check halal certificates against the list on MUIS's website or its MuslimSG app.
Check that the certificate covers the kitchen that cooks your order. MUIS issues its Food Preparation Area scheme to catering establishments and central kitchens. On the MUIS halal register, checked on 31 October 2026, Saffrons holds five certificates. One is FPGN21050001543, a Food Preparation Area certificate for a catering company at 1 Kaki Bukit Road 1, Enterprise One.
SFA also asks hosts to use only licensed food caterers. Saffrons' catering packages page describes it as a 100% Muslim-owned company and an SFA-licensed caterer that is halal-certified by MUIS.

Your checklist for the day
- Agree the date and slot with the operator or employer. Any day in December works for an International Migrants Day meal.
- Get the headcount and the vegetarian count from them, not from a guess.
- Choose packets or bento using the table above.
- Check the certificate on the MUIS register or in the MuslimSG app.
- Set the delivery window: no more than 1 hour before the meal.
- Plan the handout so meals go out at eating time. Ask about more than one delivery if the queue will run long.
- Read the time stamp labels when the meals arrive, and tell workers the eat-by time.
- Decide what happens to leftovers. After the eat-by time, throw them away.
- Sort out billing. Saffrons' Buffet Package 1 page says corporate billing is available, so ask for it if the company is paying.

Where Saffrons fits
Saffrons publishes this guide. It is a halal caterer built around briyani, and its homepage says it caters from 30 to 3,000 guests. For an International Migrants Day meal it can send briyani packets, briyani bento sets and vegetarian bento, plus a mini buffet for your own team. It does not publish per-person prices, so quotes come by WhatsApp.
Copy this, fill it in and send it:

WhatsApp Saffrons on +65 9144 7381 or look through the briyani packets page first.
FAQ
Does an International Migrants Day meal have to be on 18 December?
No. The UN day is 18 December, but MOM's celebrations in Singapore run through December. In 2024 its activities spanned the whole month, and in 2025 the celebrations were month-long, with more than 100 dormitory operators and employers running their own events. Pick the date your dormitory operator or employer can host, then plan the food around that slot.
What if our group is smaller than 30?
Saffrons' catering starts at 30 guests, as its homepage states. For a smaller group, such as a team visiting one block, ask on WhatsApp about briyani packets or bento sets, which come one portion each. Whatever you order, SFA's 4-hour rule still applies, so hand the meals out when people will eat them.
Guest counts and timings are planning guidance; SFA food-safety rules apply — confirm with your caterer for your date. Menus and packages change; Saffrons does not publish per-person rates — request a quote on WhatsApp +65 9144 7381. Verify MUIS certification status at booking.
