Walk the flat before you order anything, and check these five. Each one rules a catering format in or out.

  • Power points. Warmers and chafing dishes need them, and a flat mid-renovation may have very few live sockets in the wrong places. Count the working ones and where they are.
  • Water and a sink. No sink means no rinsing, no wiping down, and nowhere to deal with spills. It also means serving utensils cannot be washed between dishes.
  • A surface to put food on. An empty flat has no dining table. Caterers can bring trestle tables, but they need to know in advance — it is not usually included by default.
  • Lift access and the walk. How far from the lift to your door, and is the lift in service? Crew carrying warm trays down a long corridor is a different job from a two-metre carry.
  • Somewhere for guests to sit. Many families simply lay mats. That is fine, and it changes the format — people eating on the floor in small groups want trays, not a queue at a buffet line.

Renovation dust is the sixth, and the one people forget. If the flat is being worked on, food must arrive covered and stay covered until it is served.

Which format works in a flat with no kitchen?

Full buffet with crew. Usually the wrong answer here. It assumes an environment the flat does not have yet. Save it for the housewarming you throw once you have actually moved in.

How does the four-hour clock behave in an empty flat?

Worse than usual, and it is worth understanding why.

The Singapore Food Agency's rule is fixed: "No food should be kept at room temperature for more than 4 hours from the time it was cooked at the caterer's kitchen to the time it is consumed." And it adds that "during packing, transport and set-up of the buffet, the food is usually kept at room temperature", so the time at your table is already less than four hours.

An unfinished flat eats into that window from both ends. There is no fridge to hold anything cold. There may be no working warmer to hold anything hot. And a flat under renovation is often warmer than a lived-in one, because the fans and air-conditioning are not installed.

Three practical consequences:

  1. Time the delivery to the prayer, not to the morning. SFA advises to "Request for the food to be delivered at most 1 hour before meal time and not earlier than that." A doa selamat has a clear moment when eating begins — work backwards from it.
  2. Take the time stamp seriously. A time stamp label or sign has been mandatory since 15 February 2012, and SFA is direct: "Do not remove or alter the time stamp sign. It is an offence to do so." In a flat with no clock on the wall, it is also the only record of when the food must be finished.
  3. Do not keep leftovers "for the renovation workers tomorrow". This is the most common mistake at a rumah baru kenduri, and SFA is explicit that food past the CONSUME BY time should be discarded.

Before or after renovation?

Families do it both ways, and both are common. The difference is practical rather than religious — practice varies by family, and questions of what is obligatory or recommended belong with your religious teacher, not a catering guide.

Before renovation means an empty, clean shell. Nothing to damage, easy to lay mats, and the flat is at its most open. It also means no kitchen, no water in some cases, and a completely bare space.

After renovation, before moving in means working power and water, but a flat full of new finishes nobody wants gravy on. Guests are also more likely to walk through every room, which is often the point.

Either way, tell your caterer which one it is. "New flat" tells them nothing. "Empty, pre-renovation, no water, one working socket" tells them everything.

How many people actually come?

More than the list, and later than you think.

A doa selamat is usually family and immediate neighbours, but a new flat draws curiosity. People who were told about it in passing turn up. Neighbours on the same floor come by. The count drifts upward far more often than down.
